For further improvement of administrative procedures in the implementation of foreign economic activity, improvement of business conditions, as well as five priorities of development strategy of the Republic of Uzbekistan for 2017-2021 and the tasks set by the Decree of the President of the Republic of Uzbekistan from December 12, 2018 "On measures for technical regulation, further development of certification and metrology systems in the Republic of Uzbekistan "No. PD-4059. On April 23, 2019 a decree "On further improvement of administrative procedures in the implementation of foreign economic activity" was adopted by the President of the Republic.

According to the decree, the Ministry of Justice, the Ministry of Health, the Ministry of Finance, the State Customs Committee, the State Committee for the Development of Veterinary and livestock, the State Committee for Ecology and Environment, the Agency "Uzstandart" and the Plants quarantine state inspection under the Cabinet of Ministers of the Republic of Uzbekistan must introduce a "single window" customs information system that meet the criteria of single window mechanism recommendations and guiding principles developed by the United Nations Department for Trade Facilitation and Electronic Business Practice, by January 1, 2021.

✅ The "Single Window" customs information system enables foreign economic activity participants to:

to send, with the use of a single transmission channel, standardized data and documents for the fulfillment of all regulatory requirements for import, export and transit;

exchange of all information on foreign trade transactions, consolidated by the regulatory and legal framework ensuring the security of information;

remote monitoring of the stages of registration of the permitting documents by the state customs service, authorized bodies as well as business entities;

full access to all publicly available registries of permitting documents;

Keep records of epizootic, quarantine and phytosanitary cases in the Republic of Uzbekistan and abroad in the most recent status;

issuance of permitting documents prior to the arrival of goods into the territory of the Republic of Uzbekistan based on the preliminary data.

The decree establishes a working group and determines its structure for the implementation of measures to improve the processes of foreign economic activity.

By the end of October 1, 2019, the Working Group will carry out critical analysis on reforming the customs administration, increasing the effectiveness of state control, reducing the costs by FEA participants and introduces The Concept for the development of Foreign Economic Activity and develops a Roadmap for its implementation.

Special attention will be paid to:

abolishment of excessive administrative barriers and repetitive functions of public authorities;

introduction of a comprehensive risk management system, taking into account the ratio of public expenditure to expected or achieved impacts in the context of resource constraints;

wide application of the customs regime "processing on customs territory";

reduction of cases of breaking of the packaging of goods during customs examination.

According to the decree, followings are prohibited to demand from the participants of foreign economic activity:

in case of issuance of permitting documents and carrying out of export-import operations - the act of disinfection(fumigation) in the export and import of quarantine products;

in carrying out import-export operations - packaging document;

in the case of certification of goods and giving permitting documents by the competent authorities for imported goods - accompanying documents for goods arriving to the customs territory of the Republic of Uzbekistan (commodity and freight forwarding, invoices, etc.);

upon receipt of documents issued by the competent authorities - powers of attorney;

in case of issuance of a Certificate of conformity for imported goods - a copy of the normative document, a sanitary-epidemiological conclusion;

when issuing permits by authorized agencies - certificate of origin country;

from 1 January2020 while the customs clearance of goods and means of transport and also the issuance of a certificate of conformity to the imported goods - except for the documents which must be registered in special blanks, original and copies of permitting documents issued by the competent authorities.

Now according to the decree:

the requirement to apply for 30 days prior, before the exportation of goods, for registration veterinary permissions, phytosanitary and veterinary certificates, is canceled;

the term of issuance of a quarantine and environmental certificate shall not exceed 5 working days from the date of application, with addition of the documents envisaged by the legislation for their obtaining;

goods and means of transport shall not be subject to phytosanitary and (or) veterinary supervision if these goods and means of transport do not comply with the legislation of phytosanitary and veterinary control;

quarantine inspection of goods under transit through the territory of the Republic of Uzbekistan is carried out without charge;

Customs clearance is not allowed by the customs officer, who is carrying out the transfer of customs cargo declaration from the "yellow" to the "red" corridor.

In accordance with the Decree of the President of the Republic of Uzbekistan "On Measures for further improvement of the administrative procedures in the implementation of Foreign Economic Activity":

✅during the next month in cooperation with the Ministry of Transport of the Republic of Uzbekistan, the system of automated calculation of payments for the carriage of heavy-goods and overall vehicles by the roads of general-purpose shall be launched at the customs posts;

The monthly statistical information about the time of crossing through the customs posts shall be determined by means of the automated system for registration of entry and exit time of each vehicle for publication at the official website of the State Customs Committee of the Republic of Uzbekistan, also through the introduction of the electronic queue control system, which enables the distribution of time for customs clearance at the crossing points, a limited period of time for customs clearence will be set;

✅the State Committee for Veterinary and Livestock Development, the State Committee for Ecology and Environmental Protection, and the "Uzdavkarantin" examine the issue of setting up special checkpoints at customs posts equipped with laboratory equipment for the specific goods, their opening and placing at optimal addresses;

According to the decree:

Customs value of the goods is included in the risk indicator of the risk management system, and concrete measures are taken to prevent manipulation of criteria by officials of the state customs service for illegal purposes;

The National Bank of Foreign Economic Activity of the Republic of Uzbekistan in cooperation with "Xalq Bank" provide full coverage of expenses for building self-service terminals at border crossing points which will work 24 hours a day, allow performing banking operations, pay for services provided by border agencies at checkpoints, exchange operations, exchange cash and other cashless operations.

In order to protect the territory of our country from infectious diseases, modern high-efficiency vehicle disinfection equipments are gradually set up at the state border crossing points.

✅ Under the "Single Window" CIS platform a system of risk analysis that provides phytosanitary, sanitary-epidemiological, veterinary and ecological control on the basis of selection by competent authorities will be developed, as well as the permitting documents might be provided using the preliminary data, before the actual delivery of goods to the Republic of Uzbekistan.
