Since October 1993, the State Customs Committee has been functioning as a cynologist. The National dog handlers training center of the State Customs Committee was established on October 24, 1996 by the Resolution of the Cabinet of Ministers № 364, which is the main object of preparing dog breeding specialists and service dogs.

The Center has the following main tasks:

- methodological support of cynological services of the customs authorities of the Republic of Uzbekistan and other law enforcement agencies;

- initial training of dog handlers for the professionally and functionally renowned dog handlers (2 to 6 months depending on direction) in various fields;

- Continuous training and retraining of dog handlers (each specialist is trained on a two-week course each year);

- selection of breeding dogs, breeding and teaching them in all directions of this service.

The center is located in the Sergeli district of Tashkent city, with a unique combination of national style, modern buildings and structures built in a modern architectural style, and an enchanted area with decorative trees and elegant flowers.

The center has an office building, a hotel-type bedroom, a physical and combat training complex, a dog training area for dogs, as well as dog breeding and training departments, maternity ward and veterinary services.

The breeding area of the center consists of cabins, a kitchen for cooking, farming and dog cleaning places. The  center is regularly replenished with  high quality and durable dogs.

The Breastfeeding Section entrance is limited, where cages, swimming pools, simulators, travel and playgrounds are available to keep dogs of different ages.

The veterinary department at the Center is equipped with necessary equipment for veterinary and preventive services of dogs, as well as for independent laboratory diagnostics, therapeutic and surgical operations.

In the department of teaching and analysis there are specialized educational rooms, computer classes and libraries for every direction, and all conditions are created for the theoretical training, practical training, organization of educational process.

Special vehicles, which are required for the Center's transport needs, are packed with buses and cars to serve guests and staff.

In the center the following dogs are working:

1. Drugs search;
2. Detection of explosives, weapons and ammunition;
3. Antiterror;
4. Investigation activities;
5. Security guard service;
6. Search and rescue operations.

At the same time, preparatory service dogs are being trained to find new foreign currency.

In the center, the infrastructure that is most closely linked to real conditions has been created to develop the ability to perform the tasks assigned to the service dogs trained in it under different circumstances.

Specifically, the training areas include models for containers, light and freight vehicles, buses, railroad cars, boats, planes and other training elements (artificial ruins, rock-cut reliefs, customs control points, hunting lodges, various obstacles and intermediate exercises separate space and simulators).

The center is responsible for the automated information system of the " Dog Service center" of the State Customs Committee and effectively uses the system to collect and analyze information on field control, in particular, about  the effectiveness of using service dogs.

At the same time, chip placement mechanism, which is being implemented by the Center, allows to formulate a detailed database of each individual service dog.

Highly qualified staff of the Center regularly exchange experience with practitioners of various countries of the world such as Austria, France, Latvia, Korea, Russia and other countries.

Also within the framework of international projects, representatives of the dog breeding services of foreign countries are also trained in the Center.

Today, the Center has developed more than 30 training manuals in all directions of the dog breeding sphere. In addition, teaching models are regularly updated to cover different service conditions in training dogs.

The center takes a worthy place in various competitions and exhibitions.

It should be noted that in 2008, the Center was granted the status of the Regional Dog Breeding Center of the World Customs Organization, which, in its turn, proves the infrastructure, educational and training processes conforming to world standards.

Secretary-General of the World Customs Organization, Kunio Mikuriya, praised its’ work during his visit to the Center in 2010.

Over the past period, the Customs authorities have exposed numerous offenses related to illicit trafficking of narcotic drugs, psychotropic substances, weapons and ammunition using dogs.

25 customs officers have been awarded the State awards of the Republic of Uzbekistan for their dedication, accomplishments and effective services.

At the same time, the high-ranking  dog handlers are regularly encouraged by the State Customs Committee's Management.
