This event was organized by the State Customs Committee in accordance with the plan for the first half of 2019, about press conferences on key issues in the state and public life on the basis of the idea that "public authorities should serve the people", approved by the Prime Minister of the Republic of Uzbekistan on 28 February 2019.

The head of the Risk Monitoring and Evaluation department of the State Customs Committee Ilkhom Mukhtorov and other officials participated in the meeting and answered questions from journalists and media representatives.

Risk Management System introduction process

• In the application of the President of the Republic of Uzbekistan to the Oliy Majlis on December 22, 2017,  the Customs authorities were given specific tasks for the introduction of green and red corridors for customs clearance of entrepreneurs from 2018, depending on the degree of fairness of them.
• By the Decree of the President of the Republic of Uzbekistan from April 12, 2018 "On measures of cardinal improvement of the activity of bodies of the State Customs Service of the Republic of Uzbekistan"  the development and implementation of the automated system of risk management, providing the choice of commodity for customs control should be done till September 2018.
• With the Decree, the Department for Risk Monitoring and Evaluation has been established at the State Customs Committee and is tasked to introduce the Automated Risk Management System, which envisages the collection of forces and means of control over the participants and commodity of foreign economic activity with high risk of violation of customs legislation.
• Using existing tools and capabilities in the Customs authorities and the experience of leading countries of the world in the field of information technology used in customs control, the automated system of risk management has been developed and implemented in a trial mode from September 1, 2018.
• On October 18, 2018, the Law of the Republic of Uzbekistan "On the State Customs Service" was adopted in the new edition, and monitoring the effectiveness of the risk management system has been identified as one of the main tasks of the Customs authorities.
• In accordance with the Decree of the President of the Republic of Uzbekistan № PD-5582 "On additional measures to improve the customs administration and increase the effectiveness of the activities of the State Customs Service of the Republic of Uzbekistan" from November 24, 2018, the Automated Risk Management System was fully implemented.
• According to the decree, starting from December 1, 2018, the "yellow" and "red" corridors have been put into operation.
  Starting from March 1, 2019, the "green" and "blue" corridors have been put into operation.

Key aspects

By by full implementation of risk management system customs control of goods and means of transport on the basis of risk profile or random selection shall be carried out at one of four corridors, with the refusal of "general" customs control.

"Yellow corridor", where the forms of customs control for verification of documents, data and the customs declaration, are made in respect of goods and means of transport which have a medium risk level or chosen in a random selection;

"Red corridor", where the forms of customs control are applied to goods and means of transport of high risk or chosen in a random selection;

"Green corridor", when customs control forms are not applied to goods and means of transport with low risk when a decision to exclude them is made;

"Blue corridor", where customs clearance forms for medium-to-high hazardous goods or randomly selected goods are exempted after their release.

An employee of the State Customs Service of the Republic of Uzbekistan is obliged to carry out customs clearance of goods, customs procedures for obtaining samples and (or) tests in accordance with the established order and automated system of risk management.

What is the danger? 

It is the level of probability of non-observance of the customs legislation, risk management - it is the work on risk prevention and minimization, assessment of their effectiveness, as well as elaboration and implementation of measures to control the customs operations, the continuity of information updating available to the customs authority, analyzing and revising.

By implementing risk management system in the Customs authorities, the following objectives will be achieved:

Ensure compliance with customs laws and the fulfillment of the tasks assigned to the Customs authorities;

The choice of the forms and levels of customs control over the objects of customs control in accordance with the legislation;

Creation of favorable conditions for acceleration and simplification of customs control of goods and means of transport which are not at risk level at the customs border of the Republic of Uzbekistan.

Promote the effectiveness of foreign economic activity (FEA) and increase the effectiveness of preventive measures;

The time spent on customs clearance and formalization is noticeably reduced;

The time of turnover the goods of FEA participants will reduce.
