Customs clearance of imported oxygen concentrators is accelerated

During the coronavirus pandemic, the need for artificial respiration equipment is increasing worldwide. Oxygen concentrators are especially important for patients with aggravated conditions.
Customs clearance of imported oxygen concentrators is accelerated

Therefore, special attention is paid to the import of such products by entrepreneurs without any obstacles.

In particular, in accordance with the list approved by the Decree of the President of the Republic of Uzbekistan No.PD-5978 of April 3, 2020, import of artificial respiration or other therapeutic respirators for ozone, oxygen and aerosol therapy in the territory of the Republic of Uzbekistan are exempt from customs duties and excise taxes.

In addition, in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No.449 "On measures to regulate the circulation of drugs, medical devices and medical equipment during the coronavirus pandemic" dated July 22, 2020 , when importing oxygen concentrators until October 1, 2020 customs clearance and sale of such products are made without state registration and mandatory certification.

Taking advantage of these benefits, the participants of foreign economic activity over the past week have provided the country with 394 units of artificial ventilation equipment worth 4.3 million US dollars and 5,899 oxygen concentrators worth 2.9 million US dollars were imported, and all of them was cleared through customs on the same day as it was delivered.

In order to avoid various misunderstandings, it should be noted that in accordance with the requirements of the Decree of the President of the Republic of Uzbekistan dated April 10, 2019 No PD-5707 "On measures to further accelerate the development of the pharmaceutical industry in 2019-2021" from July 1, 2019 collection of fees in the amount of 1.2% of the customs value for drugs (except for drug substances) and medical devices under the customs regime of "free circulation (import)", and this fee is defined as a source of formation of the Fund for Support and Development of the Pharmaceutical Industry.

In addition, in accordance with the Decree of the President of the Republic of Uzbekistan "On measures to further develop the private sector in health care" dated April 1, 2017 No PD-2863, new medical equipment, components and their spare parts and consumables are exempt from customs duties until January 1, 2022, including value added tax.

Currently, in order to take advantage of these benefits, entrepreneurs receive a positive decision of the State Unitary Enterprise "Center for Complex Examination of Projects and Import Contracts" by sending the relevant documents to the e-mail address info@expertcenter.uz.

Due to the fact that the bulk of this type of medical equipment is delivered to the country by air, entrepreneurs have opportunity to get information at any time of the day by calling the specialized customs complex "Tashkent-Aero" at 78) 120-86-30.

Today, the customs authorities have the opportunity to clear the goods on the basis of the initial declaration before they are imported into the country, and our entrepreneurs can use these opportunities online.
