The State Customs Committee held a meeting on the results of the first half of 2019

The customs bodies of the Republic of Karakalpakstan, the regions and the city of Tashkent, the specialized customs complex "Tashkent-AERO", the Customs Institute and the National Center of Cynology took part in the meeting.

At the meeting, it was discussed in detail the measures should be taken by the state customs authorities in the framework of execution of the Presidential Decree "On Measures for Further regulation of Taxes and Customs Dues" of 27 June 2019, PD-5755.

It is reported that about 7.2 trln soums of customs duties were collected in the first quarter of this year, which is 29.1% more than the same period of last year. As a result, the proposed customs tariff plan was fulfilled at 105.5%.

Customs officers of the Republic carried out anti-smuggling activities, 8621 violations were identified and illicit trafficking of goods worth 102.7 billion soums were revealed during customs inspections. 

Implementation of the risk management system in the Customs authorities has helped reduce customs control, improve its quality, optimize the use of existing power and facilities.

For example, 60 percent of customs clearance, in particular 82 percent of exported goods, were not subject to customs inspection. Nevertheless, with the help of the system, the effectiveness of detecting customs violations increased by almost 4 times, resulting in an additional customs payments for 18.6 billion soums were subject to collection.

The time spent for exports of goods decreased by 4.3 times in comparison with 2018, while the time spent for imports decreased by 2 times and amounted to 21 hours.

However, despite the achieved results, the meeting also highlighted the problematic issues facing the region.

The timely collection of additional customs duties, the correct calculation of customs value, which is crucial in calculating customs payments, are among them.

Another topic of the agenda was discussed at the meeting. According to the analysis, attempts to smuggle drugs, psychotropic tablets and jewelry have significantly increased during the reporting period.

This requires the enhancement of measures taken by regional customs authorities to prevent crime and violations in this area. At the same time, specific instructions were given to those responsible for the effective use of the media's capacities.

In addition, the system analyzed deeply the issues of the formation of an uncompromising environment in the fight against corruption.
